From 1960-61 to 1966-67, the federal government agreed to transfer a portion of its taxing authority to any provincial government which would prefer this manner of receiving the federal contributions for postsecondary education. The only province that chose that option was Quebec; during this period, the federal government con- tinued to grant the universities directly in the nine other provinces. 2. The Federal-Provincial Fiscal Arrangements Acts, 1967, stipulates that, starting in 1967-68, the federal contributions would be transfered directly to provincial and territorial governments. These transfer amounted to 50% of the eligible operating expenditures or $15 per capita of provincial popu- lation. The federal assistance took the form of a tax transfer and a supplementary cash payment to ensure that the total contribution corresponded to the entitlement of each province. During this period, the cash payments recorded a large increase which led to a new version of the Act in 1972. 3. The new version of the Act (see footnote 2) set a limit of 15% on the national rate of annual increase of the total federal contribution. It was possible to grant increases over 15 per cent to individual provinces as long as the overall federal contribution did not exceed a 15 per cent ceiling. 4. The Federal-Provincial Fiscal Arrangements and Esta- blished Programs Financing Act, 1977 came into effect on April 1st, 1977. Under this Act, the federal contri- butions in the base year 1975-76 have been escalated by the rate of growth of GNP. The federal contributions to provinces consist of a block funding including the three cost-sharing programs: Hospital Insurance, Medicare and Postsecondary Education. The total entitlements, known as Established Programs Financing (EPF), are made available to provinces through cash and transfers of tax points. 32.1% of the total program entitlements have been allocated to postsecondary education, as specified in the Act. This split is based on the allocation of the federal government transfers, nationally, between Health and Postsecondary Education in 1975-76. However, it does not imply any necessary spending allocation between the functions. Adjustment payments have also been made during the first five year period to ensure a smooth transition to the new arrangements. 5. In 1982, the Established Programs Financing Arrangements (see footnote 4) were altered. The modifications termina- ted the transitional payments and thus ensured that the total federal contributions were equal for each province on a per capita basis. 6. In 1984, these arrangements (see footnote 4) were modified again and the Act was renamed Federal-Provincial Fiscal Arrangements and Federal Post-Secondary Education and Health Contributions Act, 1977. The federal govern- ment applied, for 1983-84 and 1984-85, its 6 & 5 program to the postsecondary component of EPF. The portion of the total EPF entitlement allocated to postsecondary education has then been reduced to 31.45% and 30.86% respectively.
